Will my ex really not have to pay child support?

im due in may and we broke up and he doesnt want to be a part of my daughters life at all...but i still need help im young and alittle extra help would be so great so i told him i wanted child support when shes born to help me with the baby. he said that i wont be able to get it because he's bipolar and has SSI i dont know all that much about it but he gets a check every month or week or something like that and has no job at the moment. can he really get away with not supporting her at all. i mean its not like im goin to be asking for tons of money i just want enough to help me out paying for her. also if u knoww of any things that can help me kinda like wic that would be great =] thankyouu.
