Teenage boy with seizures?

My 16 year old brother has had two tonic-clonic seizures in the past two months, once while driving and once over the lunch hour. He is an active 16 year old (involved in many sports) and a healthy eater (doesn't eat fast food or drink pop). He had an EEG two months ago (after the 1st) which showed some miss firing in his brain. We aren't able to get him in to see a neurologist in our area because he is under the age of 18, and the pediatric neurologist is not able to see him until the end of October. The ER today tried to get him in earlier due to his second seizure, but they refuse. They suggested he go on medication to stop the seizures, without seeing him. Is there anything our family can do?
