Why is water leaking down from my walls in my basement?

I live in a newly constructed condo and water gathers on the basement floor, around the walls. I also get a couple of leak around the windows and doors. I would like to get a solution to this problem. I live in Chicago, is there anyone here that I can call or is there a specific type of contractor need to contact for this job? I need to also say that I live on the first floor (duplex down into the basement) of a three unit condo building. Is this something the ociation should pay for?
