Why does my pet mouse keep scratching?

My pet mouse "Ralphie" keeps scratching. I am sure there are no fleas in the house. Could it possibly be mites. I changed his box and still he scratches. I also disinfected it really good along with his toys. If it is mites is it ok to use the mite treatment you get for cats and dogs or is there something else?
