Why do we incarcerate drug addicts when it is ineffective and expensive?

Because it has become a "cash cow" for the government & private business. Check out the budget for "The War on Drugs" and research how many prisons are corporate owned, along with all the support businesses (counseling services). Guess how many are owned by politically connected persons?
