Who sets the value of a retirement village lease after the death of resident?

My question relates to the Retirement Villages Act in NSW - since ny mother ped away it has been queried that the village operator has the right to set the price on the sale of the lease not the beneficiaries of the estate - this is a very challenging and difficult situation as my mother was exceptionally happy in her villa. Any clues as to where to seek information please.
