Do you think WIC is a bad program that promotes unhealthy food?
WIC is quite possibly one of the most successful social istance programs in the US. And the only way people can scam the system is by lying about their income or by selling their formula (both of which are illegal). I do think it does not encourage feeding enough. Formula feeders typically end up buying a little extra formula each month, but beyond that there is not much incentive to feed/disincentive to formula feed aside from getting a little extra carrots and tuna (you must be feeding if you're getting tuna?). The amount of juice given out has recently been changed and they started offering fresh fruits and veggies, which was a HUGE improvement. Were it not for WIC, children under two everywhere would be getting watered down formula full of cereal, putting juice in the bottle, giving kids whole gs to eat, etc. WIC is not just a nutritional program it's an educational program. Yes, basic education, but ESSENTIAL basic education.
